I would suggest you to stop taking payments, clear the ones which are there and change to some other API and then resume the work.

Actually there is NO ISSUE with Blockchain as a service. The trick is you cannot process payments just from one wallet.
You must operate multiple wallets to avoid many small issues with Blockchain as they have heavy load.
So this is what is happening now as most of the payments are being processed from different wallets to keep down wallet load.
Everything is working just fine!

I suggest the admin should check his wallet's account settings as follows:

Account settings> general> default fee policy. ...  and make sure the settings are in normal not 'frugal'....
