So does anyone know where to get decent mining cards for not super expensive (ebay is way overpriced)?

Here are the cards I'm interested in:

not sure about 6970, but others I believe soldout everywhere
you may have luck funding some 5770 and 6970s and some others

Idjit proof method:
   Go to Google.com
   Type in "ati 5850"
   Hit enter
   Click "Shopping" on the left hand side

There's your online selection and, if you set your location (also on the left hand side), it will tell you when local stores have the product you're looking for.

This method is probably significantly more relevant than asking an international forum to point you to their favorite store. Smiley

Look for open box items.
Check forums.
Check eBay.
Look on Craigslist.

It's not that hard, seriously.  I've already found 8-9 good deals in the past 48 hours.   Grin
