From my experience google will never reject any approved adsense account but they may ban account for violating TOS.
Of course you need quality contents on your website before you can apply for adsense account.

If he want to be an escrow he need to have a good trust on the internet because nobody will use that site if there's no rep in it

Set up a membership site where people can buy or purchase premium courses with master resell rights,there are a lot of mrr sites that gives members free e-books and courses avail of that and re sell it on your membership site my partners are making good income from here since it is a subscription based site,it's residual income at it's best

It is not difficult to get into google ads sense what you need is high ending domain .com or .net ,with at least 10 quality posts  .
But i do n't like google ads sense since you will be suspened for no reason.
Try sites who pay in BTC instead of google ADS
Try to make an exchange (High End Exchagne)
