It will likely happen because no one wants to buy it,it entered on ccex prematurely the devs did not support that moves to get listed only those holders but hopefully after the devs stop the give away we will see if it can enter again..

The starting of VAL was excellent but over time being and the huge dump by usmalik or dev with no actual progress in hand , even the dev team to try to  contact facebook team to use val as a specific payment gateway in games as happy farm or candy or else .

If ALL your coins are staking, then ofcourse you cannot be able to send your coins, you just have to lock your wallet and wait for the coins to finished staking them be able to send some coins you need.
