Trying to build one which is why I am looking to take people and and have a escrow hold the funds or I finish the site then they pay.

Like you don't mentioned about domain. Are you providing site with free domain or premium domain? and what type of sites and in which category you provide for 20$? If you'll give more information that would be more helpful.
