I currently have a qt based wallet, will the v3 wallet upgrade this existing wallet or is it a fresh install? More importantly, where can I find it, the xvg website isn't hosting it currently?

you can use the same wallet.dat but you will need to either sync a new copy of the chain, or download the new format of chain data from https://verge-blockchain.com

win and osx versions of the first wraith release will be out shortly. linux users have already compiled them since they are alot easier.

Also, calling Verge a PnD scam is just laughable. It spent more than 2 years around 10-20 sat and for most of the past 5 months its been over 100 sat, yet the dev is still active and progress is still being made. That's an awful lot of time and work going in to a "scam" coin with no premine and no ICO.
