OK I recieved the $2 vouch amount through contacting support. This is my verdict.

BTC-X.is is a great looking site, with its simplistic design. It's interface is great on the computer, but on mobile, not so much.

Pros:
 - Simplistic and easy to use UI
 - Fast support
 - Great desktop usability
 - Fast-loading
 - Easily accessible API
 - Instant bitcoin deposit (could be problematic)
 - 0% trade fees (A little sketchy)

Cons:
 - Mobile usability is not great
 - They haven't finished writing up their TOU
 - Setting your account up is confusing, you have to set up 2FA, otherwise it will keep saying "Security code incorrect" if you try to withdraw
 - Cannot view balance on mobile
 - New exchange
 - I clearly withdrew with a TX fee of 0.0003, but for some reason it withdrew with a 0.001 fee :-/

Most of these cons can be easily fixed with a little tweaking to the code, and once these problems are fixed this will be a great site. They just have to build a reputation.

I can't access the site either but I wouldn't use it even If it wasn't the case as I've seen scam accusation and bad reviews.
