i think if use minimum rank to join the airdrop, this coin wouldn't spread to everyone.
but yhea some people get some advantage if there are no rule about it and can make multiaccounts

Everyone was able to join. A bitcointalk user name was not required because many accounts are for sale or already made by fraudsters.

We do various checks. What checks we perform we cannot tell. Otherwise fraudsters get smarther .
Therefore, the airdrop takes a week and fill in 2 forms.

I think the easiest you can get in to the airdrop is if you have something to offer to the development of procomcoin,I think this is a good way to do an airdrop beside giving them to active members of this forum but since they have not done it that way ,they must have a very good fraud system to counter multi account..
