http://bitroulette.net

How to bet:
Send your bet to the address on the website.
Min Bet: No minimum.  Max Bet: 0.01
Bets over the max will need to be manually refunded.
WARNING: The address you send bitcoins from must be able to receive bitcoins. Standard bitcoin client and derivatives support this.

How it works:
The wheel spins once every block.
Betting transactions in the block are processed for winning bets.
Payouts are sent and should be included in the next block.

How numbers are generated:
[Timestamp of block] % 38
% is the mod operation
Resulting numbers: 37 corresponds to 00. All other numbers correspond to themselves.

FAQ:
Q: How do I bet on splits or corners?
A: Since there is no minimum, you can bet a lower amount on all the numbers that would be covered by the split or corner.
For example:
0.01 on 1, 0.01 on 2 would win result in a payout of 0.36(35:1*0.01 + your bet) if either hits
0.02 on 1|2 split would result in a payout of 0.35(17:1*0.02 + your bet) if either hits
