they are probably rewriting the mv linux command so they can change the html.old to the html.new.
but a bug is causing an issue.

On the power usage thing:
Have you tried measuring the power without the UPS square wave being invovled? I.o.w. plug it straight into the wall (or perhaps with a transient protector only)?
No, though several have requested that.

It would be good to eliminate the UPS as a factor, agreed.

I feel rather insulted. I've pulled an all nighter for this, you know in case alarm doesn't work. I've only had 5 hours of sleep last last night and I've been nearly awake for over 30 hours.
