Hacking PayPal accounts is impossible without hacking the whole PayPal server. The only way is to hack to other people's computers to install a keylogger to extract passwords or to create a phishing site. All of these methods might get you in heavy trouble.

Cash out methods rarely work anymore. Many accounts get limited immediately after suspicious activities like sudden cashout.

PayPal already provides you help verifying your own PayPal accounts. There is no need to explain it again with an ebook.

PayPal will block the account if u login from another IP/Country.
It will make no sense at all to buy this guide, instead the seller should get tagged, because he sell a way to hack(hacking is illegal, especially for PayPal accounts) some small things are understandable, but someone else their money is no go.
