As the title says - could an altcoin be used to provide a universal basic income?

a "problem" i see is you'd have to stop people claiming it more than once, so i think this would mean using a centralized id verification service or using electronic-id's - which currently are only used in a small number of countries.

No. Basic income to everyone is backed by the wealth generated, and how wealth is distributed, and this has nothing to do with currencies. Even if you distribute money for everyone, it will only create inflation and ends up the same as before, if nothing done to create real wealth

It is teached everywhere and soaked deep inside the heart of scientific economics. But there is no evidence or wide scientific evidence that money is neutral. Money is what people believe is something of worth. And as you see in Bitcoin/Litecoin/Ether... Cryptocurrencies have the potential. And so it is absolutely possible and senseful to have a basic income in crypto. Inflation is only a problem when people want to exchange it to fiatcurrencies instead of goods which is a matter of trust and supply of goods.

But we dont watn to loose ourself in arguments we want to establish an experiment to prove that it works. So we already pay out a basic income in our Worldleadcurrency https://bitcointalk.org/index.php?topic=791398.0.
