From that FAQ of BTC-E :

At this time, BTC-e is currently not accepting any of these payment methods. All transactions carried out on our website are irreversible; therefore use of payment methods that are reversible would be a detrimental venture for us. The presently supported payment methods are : US Bank Wire, EU Bank Wire (SEPA), Visa, Mastercard, Liqpay.com, unikarta.com, PerfectMoney.com, WebCreds.com, Ukash.com, Webmoney.ru.

and on OKPay there is this feature , so I'm not sure If you could use it together with Perfect Money or not : https://www.okpay.com/en/company/news/btc-e-codes-integrated-to-okpay/

I gues you want just exchange okpay to PM ? From my experience not to know Is this allowed(I think I should let),
but if you new user you should wait at least 3 day to remove money "holding", so  I think there's an easier and simpler way to make changes.

You may try exchange websites.
For example on unichange.me you can buy Bitcoin with Okpay and then exchange Bitcoin to Perfect Money USD. It is available in automatic mode. However they exchange amounts only above the 0.02BTC (around 15-20$)
