as far as i know,this promo restrict the region,i ever try it out and it says promo was ended in my region and my friend who have a different nationality get the same aswell,i think they only accept a users from tier 1 countries

it is available worldwide the only condition needed is SMS verification , Now this offer is ended because the coupon is not valid anymore
