Just need a small loan of 0.1 btc to get started trading again.
I have funds in paypal pending from a ebay sale that is finished with positive feedback.
I offer my account as collateral to be held by a trusted escrow.

Terms are 3 weeks ( but I expect to pay it back in 2)
And 10% interest
so a repayment of 0.11 btc

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

I may be interested in funding the loan, but I have to ask what left you in the rut why you ended up with a 0 trading account and also what is the rush to get back into trading to pay the interest when you can wait for your funding to be completed?  Depending on your answers, I may be interested in funding this.
