Why doesn't this guy have a scammer tag already?
A theory by someone in the other thread was that it's because he's not affecting any of the mod's, so they don't care (I don't necessarily agree with this, just saying what the other guy said).

Also, I hate to be a pessimist, but a scammer tag won't do much.  Too little people do research before giving people Bitcoins.

I need to know how much money it is due and to whom.

Example:
Carlos L. - 1 Bitcoin (bitcoinadvertisers.com publisher account)

DOH! - bitjack21.com user name bruwe Total unpaid attempted withdrawls - 260+ BTC, also he closed the account and it had over 250 BTC in it.  The 260 I can prove with e-mails from his server, the closed account is harder to prove.

bump because moderators have been ignoring him for over 6 months, despite numerous threads and lack of response from him.

It is pitch black. You are likely to be eaten by a grue.

He owes me around 0.3 BTC from when he reset all accounts because apparently he was DDOSed and the 0.05397 BTC that is in there now.

I mailed him numerous times and basically gave up on the coins and moved to coinurl.com

He owes me ~0.1 BTC, but it's low enough that I don't really care.

Did everyone with money in those sites lose their money, or just some people?

it shouldn't matter. scamming 1% of your customers is still scamming.

The difficulty with this case, IIRC, is that Andrew Bitcoiner's sites had terms which said that he could do whatever he wanted with deposited bitcoins. I might be willing to give him a scammer tag despite this, but this fact really strengthens his case, especially since not all users are affected.

If you need more proof I can send you screenshots of the emails to you in pm's theymos.

This isn't sufficient proof because screenshots can be easily faked. The terms of your work also seem a little unclear.

Is there a reason he isn't tagged? He hasn't defended himself once, and I think the burden of proof has been met.

Even though he doesn't defend himself, I don't feel like the situation is clear enough for a scammer tag. Mostly because this is an external site with unclear status and agreements. I can't find a provable instance of him actually breaking any agreements.
