Bitcoin addresses contain a checksum, so it is very unlikely that mistyping an address will cause you to lose money.

Fluctuate* and it depends on whether the guy/girl selling some product has decided to lock the price of their products to the USD in which case yes, the price will change as the exchange rate changes, but if they did not lock the price to the USD then the cost will remain constant btc value.
