Whistle Blower Bounty

I was wondering what you guys think of this idea.

We could set up a donation fund to pay for a whistle blower bounty that would grow over time until someone decides to claim the it. A few trusted members of the community would act as directors of the fund. A potential whistle blower would first send part of the information he plans to leak to the directors before he leaks to the press. The directors could then verify the claim and pay the whistle blower.

Whistle blowers don't usually disclose info to the public for the money. And if they do it for the money, they usually do it for huge sums which would be almost impossible to raise in a fund imo.

Most whistleblowers usually only does it to the get the story out, and less for the money. And if they end up getting some money out of it, then its because the company they blow on actually owed them money or something etc.
