Your budget of 0.02btc for a senior member account is too low, senior accounts goes for higher then this price even with very poor post quality.You can get a good full member account for 0.02 but senior is almost impossible.

You will never find a Senior account without negative trust for .02 BTC. The normal prices for such account are between .05 - 0.15 BTC at the moment.
