Yes, PrimeDice is provably fair.  Check out this link https://primedice.com/verify.  You can verify it yourself that they aren't cheating you.  Gambling sites always have a house edge though (obviously they are trying to make money) so you have to be careful how you bet.  You have to stop while you are ahead or you will end up loosing it all trying to recover your loses.
