I bought a virtual card, tried to pay with it, and a site rejected it. I thought, "Alright, it's just some little Russian site, it should work good with worldwide sites".
No. Even Paypal doesn't want to touch the card. Neither Webmoney, Qiwi or Yandex.
What the hell is this and what can I do now? Only to withdraw money to a bank account?

First of all for withdrawal from third parties you need to Verify your Card because if you will try to do this without any verification then Visa can block your card and freeze all amount
