Could community help someone with his idea and work together towards it?

ethereum has changed the life of many people and would continue to do more than that in future, but the basic idea of launching an ICO is lost some where because of scammers and ponzi people it people are not giving chance to legitimate people with not so much money in hand. Is there any chance thar community as a whole want to come together and work for building a company (leaving aside funds), I'm talking about crowdwork, where we could work and enjoy the fruits together.?
