I think you did a mistake with the starting bid, min increment and bin price
When the starting bid is 0.0018 and increment 0.001 then how can someone place an another bid because he will bid more than the bin price.

0.0018 + 0.001 = 0.0028 which is greater than the bin price
I think you should consider on adjusting your increment which is very high and unusable
