I am trying to store some of my bitcoin in fiat $ form but afraid to keep them under perfectmoney or similar processor. Do you guys know any altcoin that have backed up by fiat so market rate always remain same. I have heard about nubits but does you guys have any experience storing in nubits form?

Only one, I know of is http://coinmarketcap.com/assets/tether/#markets .
1 Tether = 1 US$

But to be honest, I convert it directly to Fiat using coinbase, instead of another crypto.
But the country you are in may limit your options.

Bitshares smart coins has this ability however liquidity has always been an issue.  Because of this you may have to go from BTC > BTS > BitUSD and back again.  In an ideal world if there was sufficient liquidity you could go from BTC > BitUSD.
