No. What he meant to say is:
If this takes too long, then he will skip the ordering. So far we are still looking at a winning $10 ticket (the previous one was $1 and is thus invalid for a level 1 prize).

Exactly. The chance of a $10 ticket is slim due to ~60/~250 tickets being $10 tickets. In addition to that, the probability can drop even further depending on the starting character. If this takes too long, then minerjones will skip the ordering and any ticket number will be the winning number for their corresponding level (Level 1 - $10, Level 2 - $5, Level 3 - $1).
