Payment is 1:1..for example you bet 0.01 btc on red, there is 3 dices, if one is red then you will be paid by how much is your bet. if two dices turns red, you will pad doubled and then if 3(tripled), like that. But in Philippines, they have one or two spy on the bettors, if they caught someone using martingale, they are unlikely to let them bet anymore.
Why wouldn't they let someone use martingale? It would be more profit for them in the long run...

Probably because of the 1:1 payment. I don't think there isn't a house edge in this game (correct me if I am wrong) and will result in profit in the long run for the person using the martingale because of the lack of a house edge.
