These scammers are becoming more creative in the way they design their scams.

The above is just a flowery way of saying "hey i want to do a man-in-the-middle scam and I want you to take the PayPal payments from my victims... uhmm, I meant business partners... and you send me the bitcoins! So you later get hit with the chargebacks while I enjoy the bitcoins!"

Writing that here would of course earn him some lovely red negs so this is a classic example of a scammer showing ingenuity and creativity at their best.

If you're not selling something which is against PayPal's terms then why are you afraid of loosing charge backs?
If any of your client charges back and you got all the receipts and everything handy which will prove that you have shipped the product then why will PayPal decide to reverse the payment?

Actually i trully understand you.

Paypal just locked my personal and bussiness account and lose over 1000 usd with refunds from my customers.
The reason they blocked my account for 180 days is: security reasons.
At a moment a guy told me that the real reason Paypal blocked my account is that Paypal don't want to do bussiness with me anymore.

Fight the chargebacks, that's the only way for you. Sorry to say but no fool is going to like your idea and be in the middle. Try to win the disputes, and you should be able to win them if you're selling something good and legal.

You don’t need any middleman. Go get an Indian bank account and link it to your paypal account. Any paypal account associated in India has a rule that any amount received in paypal is auto withdrawn in bank account. Even you won’t be able to transact with your amount as far as it is in paypal account.

If you are going to use this for scam, you are giving your details so eventually you will get caught. Thus, you have no scope for misusing it.
