I think that's not a scam website but why they don't do anything to fixe people withdrawal of dogecoin I have the same problem wen I have withdrawal my dogecoin I have receive 2 for transaction id and I don't receve my coins more then 48h

Do you have TOR-mirror in .onion domain?

You most probably can't access the site directly by IP, your browser needs to send the proper servername.
Therefor the only choice you have is adding the above IPs to your hosts file as outlined by another poster earlier.

All of you should be in a hurry to withdraw from there.  NO one know why they keep going down?  NIC blocked their domain.  Maybe some state in US filed something against them.  You never know.  They were number 2 dealer for BCC.

in NIC info section it is described as "blockedduetospam". i dont understand why it is so easy to cause some dns name to be blocked due to spams .

Yes, good point.  Perhaps this will be a lesson for the decentralized computer science, that if there are good-willed sites (like I believe Coinexchange.io was), they can't be disrupted by something like this, which may have even been from those who side with wall street.   I don't use TOR but if something like that was used, maybe it would work?  Why would the spammers want people to use something like TOR when the mainstream audience they are after don't know how to use it.

You're right, I cann't get access directly by IP links for coinexchange2.com too.

Dev's do TOR-mirror in onion domain. Need only two strings in config file torrc:
https://www.comparitech.com/blog/vpn-privacy/how-to-set-up-a-tor-hidden-service/
This strings is:

HiddenServiceDir /coinexchange.onion_KEYS-FOLDER/
HiddenServicePort 443 127.0.0.1:80

And this working even when Tor Browser is opened.
There is 443 is a port for onion-domain, and 127.0.0.1:80 - is a opened port on your server, for example:

It's messed up that a single company (nic.io) can decide to arbitrarily suspend a domain name and effectively kill a business, but I'm still pretty nervous about logging into a completely different domain name, even if directed to by the official coinexchange Twitter account. Hmmmm.
