That depends on what you say.

If your accuser is lying you should defend yourself.  Explain what happened, provide any evidence, and respond to direct questions with answers instead of questions.

If your innocent and able to explain why, the flag will lose support and go away.

Investigative and legal expert suchmoon already informed that the new agreement after June 30th is not an agreement according to bitcointalk.org laws and regulations!

He probably thinks this is "a new agreement":

So June 30 passed and he didn't give me any update on my case nor did he refund the money. I've sent him a BTC address and a request to refund the money. He replied: "I handled many claims in the past months (including your other claims) and forgot about this one. However, there are some things in process and it makes sence (sic) to wait longer."

Even if h4ns said "ok" to this, that's not an agreement, it's part of the scam, drag-your-feet/cool-the-mark-out tactics.

Despite of this, h4ns has the email conversation of the new agreement, simply ask him to show it?

The compensation demand for the defamation statement on SBR and bitcointalk.org currently is 10,000€ and in the real world you reduce claims from each other and therefore he got the 210€.

h4ns false and misleading claims that I scammed him July 2019, but he asked to get the 210€ back September 3rd. The statements of h4ns itself clearly confirms that I did not scam him in July, because he says that I asking him to lend me BTC worth 10€ the second time September 3rd substantiated his suspicion that I am scammed him! If I would have scammed him July 2019 with not giving the 210€ back, then his suspicion logically would have been substantiated July and not September 3rd!

So here's the timeline:

July 2018: h4ns gives GP a few cases under the 65:35 no cure no pay
April 30 2019:  GP tells h4ns he needs 210 Euro for court fees and agrees to return the  money if he hasn't recovered the funds by June 30 2019
June 30 2019:  No funds recovered.  No funds returned.
July 2019: h4ns asks GP to return the 210 Euro as agreed and sends bitcoin address.
       GP says he forgot about the case and would need more time.
September 2019: GP asks to borrow 10 Euro worth of bitcoin bc he doesn't have any.
    h4ns asks GP for a phone number to the foundation - gets ignored
    h4ns ask GP to return the 210 Euro - gets ignored
    h4ns posts on sbr forum that GP is probably a scammer <---This is what GP is using to justify stealing the 210 Euro
    h4ns creates post here explaining situation and asks GP to respond - gets ignored
    h4ns gives GP time to respond before creating flag - gets ignored
October 2019: GP decides that h4ns now owes him 10,000 Euro from which he will subtract the 210 Euro
