I suppose they give to two different people different odds and who won comes out and verify. I know how this works. First you find match with almost same odds like this 2.5 on win 2.5 on lose and 3.0 on X. And than you find for example 30 people, now you give 10 people tip to bet on win, 10 to bet on lose, and 10 to bet on X. 20 people will lose and 10 will win, and 10 people will pay 20-40$ to get next tip - and 200-400$ goes to tipmaster 
That is only reason tips are not public
