lets make a brainstorm by our opinion how will bitcoin developers and fanatics make a solution about this?

There is already a solution to this, i think so.
We caan use the android wallets or ios wallets and send bitcoins via Bluetooth.

And afaik the internet will never stop working.

bluetooth range is limited to a couple of meters at best, in order to reach a single blockchain all the people around the world need to have access to the blockchain which is impossible to do with bluetooth!!
