jayce is a very skilled desginer when it comes to signatures, and depending on your budget, could be the obvious choice.
I'm running a campaign with signatures from them, and they're a great improvement to the previous ones.
SFR10 is also doing solid designs. A few of my other campaigns are using signatures made by SFR.
Personally, I get along with sfr great and they have been doing a few small works for me every now and then.
If your budget is a little smaller, sfr might be a better pick, as their fee is (iirc) very low.
I haven't seen roslinpl or (let's go even further back) medUSA making signatures in quite a long time.
(Edit: Going back to checking their past work, I've seen quite a few roslinpl designs recently, they just keep their head out of the contests and discussion)
There's other names in the game aswell, most of them got already dropped, being Avirunes, et al.
If you want a broad view of different designs out of many hands, have a competition. It will take longer, you have to spend a little more, but you'll get many designs and can pick the best.
If you don't want to spend more than necessary or don't want to wait long, have a look at the past designs of all the guys which got suggested and then go and pick the one you favor.
