They should've think of that before making these tools In the first place and using them to spy on innocent people. I haven't seen the source codes of these tools but If they are easy to compile and use, then we should expect chaos to happen.
Who said they were using these tools on innocent people? These tools seem to be clearly designed for use against foreign actors. The Patriot Act is still quite alive here, the FBI or appropriate agency will simply detain you and search your shit, most likely not giving it back when they are done. We live in a police state damn near already. They don't need to be coy.
There is absolutely no need to use these tools against citizens, and if they were used, they would still require a warrant. The uproar about this is much ado about nothing, and should be directed at the fact that we, the United States of America, has just lost its entire technological advantage against the world.
Because it would be naive to think that every other major state actor doesn't have the same, or worse. We aren't even the best and brightest at cybersecurity. But now, we are certainly last. And the terrorist now know how to avoid being caught. It's organized into a wiki for them.
And as a side note, because I'm tired of hearing misinformation, the Weeping Angel exploit requires physical access to the device. So unless a shady looking cable repairman has came to your crib, with a van with satellite dishes, you probably are safe.
And, the government doesn't want to watch you watching Modern Family in your underwear.
