yes that is a fact and there is no doubt about this, that money lottery is also gambling, because gambling is a game of luck and earning money in lottery  is also depending totally on luck and there is no knowledge or experience involve in making money in lottery.

How can you determine weather a lottery is hard to win or not? The luck is calculated by the number of people participating and chances for each of them to win.So basically,you cannot predict anything before actually having the participants.Out of 100 people each divided tickets fairly,each of them roughly has a chance of 1 % win.

Yes, it is right. Buying lottery is also one type of gambling and people can lose lot of money in this habit because the winning chances are very less compared to other gambling methods. You are indeed correct, lottery has the smallest winning chance compared to other games but in fact there are many people love to play lottery because they only need to spend small amount of money to win a huge amount of money.
