Hi,
I trade mainly in euros so at first you have to convert US dollars in that currency or anycase, conversion fees are on your side.
I usually accept SEPA transfers for amounts over 500€, after AML procedure and I quote and send immediately btcs on bitcoinaverage.com spot + my fees only after payment is cleared on my account (usually SEPA takes no more than 24-48h).

Respecting almost all the rules above (AML procedure is not necessary for such amount), I can exchange your 80$.

If I wanted to buy euro in skrill could my usd account take those and not convert it?

I think that if your balance is in euros, you send money by default in euros and receiver get euros even if he has a balance in usd.
Only if you convert the currency they will apply a fee on the conversion...
