Thanks for propose and information about text errors but we alredy found person who corrected it (i hope he corrected it right)

Better, but there are still a few errors -- for example, "lack off stability", "Free for job", etc. That's just on the front page, but there are more. There are some clearly non-native expressions used throughout.

Is there an option for both directions (so both employers posting available jobs and employees offering their skills)?

There are two types of account. One for freelancers and another one for employers. The idea is while employers post jobs, freelancers apply for it.
There is also private messaging feature so employers and freelancers can discuss about job privately.

I think it would be best to merge accounts for employers and freelancers.  Many people work as both, and then it becomes easier to work with the site (including transferring earned funds to employer funds).

I think a time-tracking tool like on ODesk would also be useful.  This strongly reduces the need for escrow, because the freelancer can get paid per hour.  The employer can choose a new freelancer at any time if it doesn't work out. 

Letting the employer/freelancer decide which percentage of the budget is pegged to the dollar and which percentage is not might also be an interesting feature.

Changing on website!: freelancer and employer accounts was merged..
So people who registered before as a freelancers from now can post jobs...
And people who registered before as a employers from now can Aplly for jobs..

From now on, freelancers can offer their work too. It's not only for posting jobs.
