I am finishing the design on a server-style rack compatible 4U chassis, up to 6 vga, and 7 with a non-rack version. (The current versions are compatible with a 5*160W vga rig, due the common atx psu designs limitations).
It's possible that the first version will have a common ATX psu, the following ones instead will have a custom power delivery and cooling, up to 2400W platinum potential (6/7* 300W cards, with 6/7 powered usb risers).
They won't be cheap, especially regarding the shipment, but they are custom units that would triple the density of vga farms, with a totally different approach; they will have a market street retail price (MSRP) inferior to the competition btw, but having also more features and potential upgrades. The latest thermal tests have brought a 7990 to the knees: from 102°C and thermal shutdown to 82.
