I installed a stand-alone version of electrum 2.6.4, then deleted it because I thought the seed might be compromised.

I then installed the windows installer version, to my dismay the seed was exactly the same!

How do I get another electrum wallet with a new seed?

You can open electrum and go to file .

From there choose new / restore
Then you choose Create a new wallet and pick the kind of wallet you want (probably standard wallet).

It should generate a new seed for you, which should be different than the previous seed.

You can't change the seed. To get a new seed you'll have to create a new wallet.
You probably forgot to delete your wallet file when you deleted the stand alone executable, that's why electrum opened the same wallet when you reinstalled. The wallet files are located in C:\Users\username\AppData\Roaming\Electrum\wallets.

why did you think it is compromised?

it is because when you remove Electrum it will only uninstall the program meaning it will remove the installation files not your wallet file. it is located here:
C:\Users\{username}\AppData\Roaming\Electrum\wallets\{walletName}
and this is not removed unless you manually delete it. so after installing another Electrum (windows installer) on the start up it checks that address and since it sees the wallet currently there it opens it up instead of creating a new one for you.
