i think he mean altcoin right ? well there are many developers here that can create for you new altcoin
20 BTC is too much some developer create you all stuff u need in your own altcoin with just 2BTC and the minimum strat from 0.05 BTC :p

Go to the services section and there search for someone who will have an announcement for to create an altcoin for public. You can also search the tag in the search bar of this forum you will find him easily. there is someone here I have saw him in the past.

There are a lot of developer in the market section the most popular is "walletbuilder" the price is very affordable but you must allocate a good amount on promoting and marketing your coin.this is a very important step for people to adopt your coin..

Agree with this , if yo-u decided to create an altcoin you must really know the fundamentals of it and other things related into it for you to have knowledge about on the altcoin who you plan to made. Others saidalready you could already create altcoin on smaller amounts below 20btc is overkill. |

If the person with the idea has no idea how to keep it going, that person can't inflict it on the community for an extended period of time. You want your crytopscam to be chronic, not acute.  |

He can always hire another developer but it would be too costly by then and agree with you that if you don't have knowledge on how a coin works you might end up scamming investors,but so many coin owner now has 2 or 3 developers.. |

There are lot of successful coin devs who do development work on hire or partnership for any new coin. If you're really into the project, read some of the coin devs posts.
I can also work with you. But I strongly require upfront to start with.

The op request is not clear in the sense that he does not state what he really need, engineer should work with engines and not cryptocoin and he said he has 20 btc to spend but i see that as a bait,
