the snapshot api now sorts the list, so it creates a sorted list of all balances, ie richlist
the dividends api can then issue a command line using the allocated dividend using <prefix> <address> <amount> <suffix>

the following allocates a dividend of 50000, with a dust threshold of 1
meaning if the dividend is less than 1, it is not sent out
the height is a variable and the dividend can be calculated as of any height. it is very very slow the first time as it has to do a complete blockchain scan
