gambling in some countries is illegal so there is no gambling place (casinos,...) in those countries. also in other countries in many cities specially smaller cities there aren't that many people interested in gambling so even if you open up a casino it will fail miserably because of lack of customers and high cost of keeping in running.

Well, that's part of the gambling, either you take it or leave it.
