I suppose a Bitcoin debit card like ecoin could do the job for you, deposit BTC , Load the card using those bitcoins and that's pretty much it , the transfer from BTC to the card (USD,Euro or GBP) will you give you the real time rate .
So just keep the funds on the card and use the funds whenever you wants to. (If you don't have an account already , you could make the virtual card now instead of waiting the physical one to get shipped to you) , this way , even If bitcoin price goes down , you would have the USD on the card with the rates of when you deposited them.

You first deposit Bitcoin into your account balance and your funds stay in BTC but when you "Load the card" the funds will get transferred to USD and won't be changing at all.
If you deposit 1 BTC in the account balance , It stays 1 BTC and the USD keeps changing , but If you load the card with that "1 BTC" , the USD deposit will get the real time rate and deposit it into the card... and the price won't change at all on the card .

In short , If you want the price to keep changing in then just keep them in the account balance, If you want it to not move , Load the account balance to the card.

I wouldn't recommend you to try to time to market.
There's no real way to predict where the USD and Bitcoin values are going to change.

Keep your funds in the currency that is easier to move around. That one should be Bitcoin.

Today the bitcoin price was increased for almost $40(until now) so you may better sell any altcoins because the exchange rate will drop.
Otherwise I would not sell them for fiat because we always hope that the price of bitcoin will increase more and more very soon.

Do not rush to sell your bitcoins. Its price is increasing in a very constant mode so far with more than 40 USD so far in the day. That is a very big rise of price but we had 750 USD only one month and a half before so that price may be possible again. Of course when price of the bitcoin rises with more than 100 USD I guess we are all tempted to sell it as we are gonna make really good profit then. So I suggest you sell it when price rises at least 100 USD from your original bought price if you have bought it.

According to me purchase bitcoins when its price decreases and gains a constant level because after that it might increase violently and the possibilities that it shows a fall in the price .

Just depends on what the things is you're buying. you go to the shopping spree just for buying a burger and then you hoping about profit?
but i don't think you can made a lot of profit from buying.

If you buy something with bitcoin when price is high and sell when price is low,you will actually make loss not profit.If you buy a product for 1 btc when rate is $600,and sell it for even 1.1btc when price is $500,you will have loss

It's common sense actually: buy anything you want when bitcoin's value is high and buy bitcoins instead when the value is low. Well when the price peaked at $670, I did buy a lot of items in Steam and took advantage of the sale for Compendium in Dota 2. A lot of thanks to bitcoin because it gave me a huuuuge discount compared to using CC at that time.

Most of the people had take advantage on the low price of Bitcoin, you should too start today because eventually in the future price will rise more . Always think positive on Bitcoin because it has proven itself for many years now. Then when you got a lot of profit when you sell all your Bitcoin that is the time for you to go on a shopping spree. there are two things, one is  product and another one is price , if you see product is very much important that time then you can purchase product immediately or if you are not bothered about product only want to make a profit then wait for the BTC price to go down and then buy it.
