It all depends on the progression of the development of waves , imo. No waves no incent is as simple as that. How can this forward if the mother product has not yet ready to release its node.
I have to admit that you are right about that. Nevertheless, development at Waves is progressing fast and considering the frequency at which bugs get ironed out and TestNet releases are published, we are very close to Full Node release including asset issuance feature. Also, Sasha said in his latest interview two days ago that he is confident the nodes will be released within 10 days. 2 hours to go in the current bonus stage, people!

Our devs took Scorex' code and almost completely rewrote the network layer. Also, Sasha, a cryptographer and two guys from IOHK have released a scientific paper on blockchain pruning just a few days ago. This approach will be implemented in Waves to reduce blockchain size significantly. Last but not least, it's not only full nodes, the release will also include the asset issuing feature. It will be tremendous!

0.4% of sold Incent will be distributed among participants of the signature campaign. It seems too few, current is 17m of sold incent, 0.4% of 17m is 72k incent. For bounty dumpers it might seem like a few, for people looking at least a little long-term it seems great. And considering we had no problems filling the 300 available spots I believe we have quite some people looking at the long-term advantage of the campaign.
