I can't see any Incent tokens in my Waves wallet, why it is so because I've added waves address on the ICO website.

I also notice that the Block is still Zero is this normal

A few things to cover
Firstly, Waves addresses can be used with or without the 1W at the start - that's a legacy thing now and no longer has to be included.
Please update to the latest Waves client, currently v0.4.6a, which supports assets.
The % total raised on the ICO page has changed probably because a tranche of funds has been released from escrow now, and that value is just read from the BTC address.
We're working through some accounts that haven't received Incent. This could be for a variety of reasons, from not including a valid Waves address to withdraw to in your ICO area to having problems of one sort or another with the client (e.g. not having updated). We're keen to get these resolved as quickly as possible. If you're not on our Slack already, I'd encourage you to sign up - it's the best place to stay up to date, and it's the fastest way to get any issues resolved with Pete, our dev.

On the exchanges question: Bittrex is looking like 2017 now. They know about us, we have spoken to them, but without confirmation of demand then there's no reason for them to hurry to list us. A show of interest from the community would probably help but, like almost all exchanges, listing is at their discretion and at their schedule.
We're talking to other exchanges, of course. The exception to the above rule is Waves' DEX, which will allow us to trade Incent in a decentralised way once it's launched - but again, that will be 2017. We'll be making good use of that functionality once it's implemented.

If an address starting with 3 and 1W still can receieve incent why are not not getting theirs?

I'd have to ask Peter how exactly he sorted the distribution or which accounts got excluded. The 1W-thing is irrelevant, Peter will just cut it off if it's there.

Could the reason why some users didn't got their incent is because those addresses don't have some waves on it? I remember incent dev mentioned it has to have at least one waves on it. Possible?

1.1M USD. It was a successful ICO and I believe they collected more than enough to launch and complete the project. Let's see how this goes in the next few months to come.
