Question about btc taxes when changing from euro to btc or from ltc to btc

Hi everyone,

i'm new to bitcoin and the thing i don't understand is on what does it depend what tax rate i've to pay to exchange from euro to btc and vic versa and from btc to ltc. it seems like these taxes are changing from time to time. can someone explain me how this is working or point me to a wiki that does explain this ??

In 2018 the governments planning to introduce the taxing system on cyripto currency gains, this will be introduced otherwise the governments shall not authorise these income.
