I was thinking about this. But I'm not sure that is really China. Very interesting. I read somehow that mining is cheapest in Iceland. I don't know if is true.

Iceland is among the countries where electricity is the cheapest. You can check the Electricity pricing in the world looking to the table here:

Keep in mind that the prices for the Power Consumption below 500 kWh/M are not suitable for us if we mean mining.

I'm in NY state and my power rate is 0.089$/kWh.
But with taxes and delivery fees, etc. it is more like 0.144$/kWh  Cry
My miners are getting turned off and sold to those with cheaper power.

Iceland has some things going for it besides just low rates.  Cooling is essentially free because of the low ambient temp so equipment automatically runs more efficiently and logistics of heat removal are not as much of an issue.

True.  Also low prices are not as useful if you have trouble achieving high density. Free power in the middle of a blazing desert would still limit mining ability until you spent money on cooling/cleaning the air.

Electricity costs in Southeast Michigan are quite high.
Which is sad because Detroit has such a low median household income.

"The 16.1 cents per kWh that Detroit households paid for electricity in July 2016 was 15.8 percent higher than the nationwide average cost of 13.9 cents per kWh.
In the previous four years (2012-2015) in July, Detroit area electricity costs exceeded the national average, ranging from 7.0 percent to 17.3 percent more."

The cheapest is using the energy of wind. It works only for the region where is always windy and you need some money to invest for buying equipment.

I am averaging about $250 for electricity each month.  I use to pay $100 before I started mining.  And I make about $13 a day so it's profitable.

I hope the cops don't start looking into my utility bill..

It would very unlikely for them to look twice. You are running constant power use (not 12 hour cycles). Also the police don't look at power records unless there is some other reason for suspicion. My bills were averaging around $1000/month for a while. Back down to around $500 right now.
