The Russian government is not capable of banning bitcoin. Russians have access to the internet, phones and more technology. It's not North Korea where you can shutdown total access to any resources. A website domain is easier restricted than a network. This is because of the way the technology was built. Internet domain technology is centralized, bitcoin is decentralized and to an extent independent of the internet. To block a centralized system just modify one computer, to block a decentralized system visit every citizens home?
The ideal environment for Bitcoin to flourish, is not to have to bypass ISP Blockades. These people will put
agents on the ground, and you will have to explain, when you are caught. Just keep it legal, and hope their government comes around.
