The documentation for listsinceblock is a bit sparse:

listsinceblock [blockhash] [target-confirmations]
Get all transactions in blocks since block [blockhash], or all transactions if omitted.

What is the "target-confirmations" parameter, and how should it be used?  I figured it was a minimum number of confirmations needed to list the block, but any value I put seems to be ignored.

Bug? Or do I not understand the feature?

I'm seeing the same thing, this appears to be a bug -
