In order to get the maximum amount of activity points possible, you just need to post once per day on average. Skipping days is OK as long as you maintain the average.

If you don't want to get scammed, don't look on telegram.

You can post in the marketplace and/or the project development section.
Make sure to describe your project.

Poorly written topics with 10 people asking questions because the OP doesn't contain all the necessary information, will result in only scammers and low quality developers contacting you.
If you are looking for high quality work, create a high quality topic with all the information and be prepared to pay a fair price.

it depends a lot on the type of the project too.
for example if you wanted to create a website for selling stuff with a bitcoin wallet backend receiving the funds you may find better developers on freelance sites aiming for a general group of developers with experience in creating something like that.

but if you want to create a more cryptocurrency focused project then you won't find that many devs outside of crypto communities that are familiar with the technology who could help you.

and then we have low quality projects such as creating an ICO which you don't even have to look around, any newbie who has spent 30 minutes searching the internet can know how to create one and they won't even ask for that much money to create it.

There is a FOMO brewing...

In addition, looking for Devs for a project on telegram will make you a target of scammer and the best option to find what you looking is posting what you're looking for on marketplace or in this thread with an in-depth information about the job the Devs will handle with little information about your project so you can serious response, check linkedln and if you don't know how to find genuine people there you can use fiver where Devs portifolio/knowledge is added to their profile.

So many scamming and bad actions has been reported in relation with scamming so better to avoid  searching people in telegram since might you will find those fakes ones, and also the best destination for you to find those devs are here and in any big freelancing like fiverr and upwork, for sure by there you will get a excellent guys.
