No refunds and there is a wait time involved at my discretion when doing these trades due to high level of fraud detected in the few trades that I have done so far thus the high rate involved.
This will lower once I get use to trading in this way.

They can upload instantly in neteller through bitcoins. Seriously why? Whats so special in your neteller funds that they pay 15% high. And risk is the receiver side who is accepting neteller.

I am offering this service for people who don't have the ability to transfer bitcoin to their neteller.
It is a favor to those who are not able too just as the paypal for my btc service is offering which is focused towards those who don't have that option available to them but this does come at a premium as the risk is all on me for taking on those funds (I don't question where they are from or how they were acquired) and the questionability if they will chargeback within the 180 days on their paypal transaction to me. That is on my ownus and if it goes too shit then it is all on me. THAT IS WHY I CHARGE THIS SO CALLED HIGH 15% rate even if other bigger well established ones charge 20-30% or whatever they feel is acceptable to charge their customers.

Did not know you have this available for you, then I suggest you use it if it is readily done to you instantly and not waiting 3 business days to be processed.
I am new to this payment processor so I don't know all the requirements for it yet so bear with me.
As I know so far you need a verified account to do this within the account transfer feature but not everybody is verified and those are the ones that come to me to do this for them.
This is my niche so it is up to you to use it or not. But I am not doing this service at a loss. That is not what doing business is all about. Or I will not be running for very long.

It's only possible to deposit BTC into your Neteller account and you won't be able to use those funds to purshace online or withdraw them via an ATM. Only thing you could do is send to merchants that accept Neteller or individuals using C2C (card to card) feature.

Thanks for clearing up that point up with what is done when the BTC that is transferred to the Neteller accounts and what can actually be done with those funds once they have it.
With these payment processors there are always a catch they have and what they offer is not always cut and dry as they prompt it as. NEVER AS ADVERTISED, especially with hidden fees and costs once you initiate the payment process, that you can not reverse once completed.
In my fees that is what also covers me just incase these "suddenly" happen because I am not going to take on "that risk" which are actually in the hand's of the processor in question.
That, I will not accept in the signing over my "online life" to them when I registered an account with those payment processors in question.

If you are providing service for paypal to bitcoins, then it is reasonable, but it doesnt make any sense even for people on how you are talking about chargeback. When you are sending neteller to them, how will they chargeback, it is you who can, and they are giving bitcoins. When doing business with bitcoins, i dont see any point that why would anyone ask where the bitcoins are coming for.

yeah i think you are new to business, but no one gives their bitcoins for your neteller and give 15% extra because bitcoins are more valued than neteller.

If you are taking neteller from clients and giving bitcoins, yeah this price is okay as it considers risk.

What I was referring to was the chargebacks involved with paypal (Highlighted and underlined for you to see what I am talking about) not with Neteller because if you deal in Neteller (actually have an account with them) then you would know this is not an option to do.
But I do see what you are saying.
I will change it to the direction of BTC-> Neteller instead. But my rate stays the same, because that is my provocative and my choice for what I want to charge as a business and no I am not new to business just to Neteller to btc sales, that is all. I am working out the kinks and have it eventually running as smoothly as with my paypal part of things.
And to those that do not agree with what I am asking for in my rate, then that is your choice not to deal with me because I am not forcing anyone to exchange with me. It is my decision on who I do deals with and who I don't.
